On December 12, Wang Wentao, Secretary of the Party Leadership Group and Minister of Commerce, chaired a meeting of the Party Leadership Group to convey and study the spirit of the Central Economic Work Conference and to plan for its implementation.
The meeting held that General Secretary Xi Jinping's important speech was far-sighted, comprehensive, and guiding, systematically summarizing the economic work for 2025, scientifically analyzing the economic situation, creatively proposing the "five musts" as a fundamental principle, and comprehensively deploying the key tasks for 2026. It serves as the general guideline and guiding principle for doing a good job in next year's economic work. We must earnestly unify our thinking and actions with the Party Central Committee's scientific judgment of the situation and its decisions and deployments for work, deeply understand the decisive significance of the "two establishments," strengthen the "four consciousnesses," firm up the "four self-confidences," and achieve the "two safeguards," and conscientiously implement them.
The meeting emphasized that since the beginning of this year, my country's economy has forged ahead despite pressure, pursuing new and high-quality development. The main goals for economic and social development will be successfully achieved, the 14th Five-Year Plan is about to conclude successfully, and commerce work has achieved new results and reached a new level. These achievements are fundamentally due to the leadership of the CPC Central Committee with Comrade Xi Jinping at its core, and to the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
The meeting emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech, align with the requirements of the Party Central Committee, and focus on promoting high-quality development of commerce to ensure the effective implementation of the Central Economic Work Conference's directives in the commercial sector. It stressed the importance of boosting consumption, expanding the supply of high-quality goods and services, optimizing the implementation of the trade-in policy for consumer goods, and unleashing the potential of service consumption. The meeting also called for steadily advancing institutional opening-up, orderly expanding the autonomous opening-up of the service sector, and optimizing the layout and scope of free trade zones. Furthermore, it emphasized promoting innovative trade development, advancing the integration of trade and investment, and the integration of domestic and foreign trade, optimizing and upgrading goods trade, encouraging and supporting service exports, and actively developing digital trade and green trade. The meeting further stressed the need to deepen the reform of the foreign investment promotion system and mechanisms to create new advantages for attracting foreign investment. It also called for guiding the rational and orderly cross-border layout of production and supply chains and improving the overseas comprehensive service system. Finally, it emphasized promoting the high-quality development of the Belt and Road Initiative and encouraging the signing of more regional and bilateral trade and investment agreements.
The meeting called for closer unity around the CPC Central Committee with Comrade Xi Jinping at its core, strengthening the Party’s overall leadership over commerce, maintaining confidence, leveraging advantages, meeting challenges, striving to achieve next year’s commerce development goals and tasks, and making commerce contributions to a good start for the 15th Five-Year Plan.
