
On December 1, The Paper learned from the Shanghai Municipal Public Security Bureau Traffic Management Corps that the Corps recently launched 11 new measures for "one-stop online processing" of vehicle and driver management services throughout the city, improving convenience for the public.
The 11 newly added services cover multiple scenarios, including vehicle deregistration, temporary license plate application, and vehicle file inquiry. Specifically, they include:
① Motor vehicle file inquiry
② Issuance of a driving permit for overseas travel
③ Voluntarily downgrade your driving license to obtain a new driver's license
④ Certificate of Completion of Application (Replacement) for Motor Vehicle Quota
⑤ Changing physical condition to renew driver's license
⑥ Cancel driver's license (voluntary cancellation)
⑦ Temporary license plate for motor vehicles (for new vehicles exported for sale)
⑧ Temporary license plates for motor vehicles (not yet sold)
⑨ Temporary license plates for motor vehicles (for scientific research and type approval testing)
⑩ Vehicle deregistration (deregistration due to vehicle return caused by quality issues)
⑪ Vehicle deregistration (deregistered because the vehicle is no longer used within the country)
Mr. Qian, a 65-year-old resident, recently upgraded his driver's license from A2 to C1 through the "One-Stop Government Service Platform" after retiring from driving large and medium-sized passenger and freight vehicles. Mr. Gao, another resident, also recently applied for a replacement driver's license for a lost vehicle quota processing certificate through the internet platform.
Citizens can apply for services through the Shanghai Municipal Government's "One-Stop Government Service" portal (computer version), the "Suishenban Citizen Cloud" mobile app, the "Suishenban" Alipay mini-program, or the "Suishenban" WeChat mini-program (the "Suishenban Enterprise Cloud" app will be added later). Under the "Shanghai Traffic Police" section, select the appropriate service type. Except for temporary vehicle license plates (for unsold vehicles), temporary vehicle license plates (for scientific research and type testing), and temporary vehicle license plates (for new vehicles exported for sale), which are only open to organizations (requiring login through the computer version of the "One-Stop Government Service" portal), all other services are open to individual applications. Organization applications will be gradually opened in the future.
When applying online, applicants only need to complete real-person authentication through the system (if the applicant is an organization, they also need to complete organization identity authentication and log in to the "One-Stop Government Service" portal using their electronic business license), fill in the relevant application information and material photos as instructed on the page, and the traffic management department will conduct background review and processing within one working day. After the review, the platform will provide real-time feedback on the processing results. For applications requiring delivery of license plates or materials, the courier company will handle the delivery of materials and license plates, forming a closed-loop online processing process, allowing businesses and citizens to enjoy the convenience of "one-click application, fast authentication, fully online processing, and waiting for delivery." To ensure service quality, the Traffic Management Corps has also opened a dedicated traffic management business hotline (telephone: 021-52789112) to accept policy inquiries and processing progress checks from citizens through the dedicated line.
This year, Shanghai's traffic management department has continued to promote service innovation through the "One-Stop Online Service Platform." To date, it has launched 18 reform measures, including a "one-stop" service for new vehicle registration and other traffic management services. These services are available to an average of 269,000 people daily through platforms such as the "Traffic Management 12123" app and the "One-Stop Online Service Platform." The newly added services focus on the practical needs of businesses and citizens, further reducing operating costs and supporting the city's digital transformation.
Sang Zhigang, director of the Vehicle Management Office of the Traffic Management Corps of the Shanghai Municipal Public Security Bureau, said, "'Convenience for the people knows no bounds, and services are accessible to everyone.' Tomorrow is 'National Traffic Safety Day', and we are launching these 11 'One-Stop Online Service' measures to ensure that convenient services go hand in hand with traffic safety."
