
The State Administration for Market Regulation recently revised and issued two national standards: "Business Conditions for Motor Vehicle Driver Training Institutions" (GB/T 30340-2025) and "Technical Requirements for Motor Vehicle Driver Training Institutions" (GB/T 30341-2025). Both standards, drafted by the Ministry of Transport, will take effect on May 1, 2026.
The new version of the "Business Requirements for Motor Vehicle Driver Training Institutions" adds business requirements for motorcycle driver training institutions and road transport driver qualification training institutions. It also improves the management system for general motor vehicle driver training institutions and commercial training grounds, as well as the staffing requirements for key teaching and management positions. It optimizes the classification of training vehicle models, the total area of training grounds, and the total length of a single lane. It also adds requirements for the technical performance and charging service facilities of new energy vehicle training vehicles, as well as the standardization of the establishment of separate training grounds based on local conditions. It also refines the requirements for providing cargo loading and securing teaching equipment and tools for truck driver trainees.
The new version of "Technical Requirements for Motor Vehicle Driver Training Fields" mainly adds requirements for training facilities such as straight-line reversing, parking (cargo) platforms, U-turns at intersections, and vehicle safety inspections, strengthens the requirements for the setting up of intersections and circular route networks within the field, and adds new requirements for site road conditions such as training road clearance height, energy dissipation device facilities, and safety protection facilities.
The two standards will provide support for the registration management and in-process and post-process supervision of motor vehicle driver training business, help guide driving training institutions to further improve quality, safety management and service systems, and assist the driving training industry in its intelligent and green transformation and upgrading.
