1. Application Procedure
In 2025, Jilin Province will change its vehicle scrapping and replacement subsidy application process to a "reservation qualification system." The number of "qualification coupons" issued will be dynamically adjusted based on fund usage. Reservations are first-come, first-served, and will close once all available. Those who are unsuccessful in the current round can reserve another one in the next.
Applicants can receive a "qualification voucher" by logging into the "Yunsuanfu App" and clicking "Consumer Subsidies" - "Jilin Province Vehicle Scrapping and Renewal Subsidy" activity portal. The applicant for the qualification voucher and the subsidy must be the same person.
2. Reservation conditions and usage
1. The first phase of the subsidy is 10 million yuan, and the appointment time is 10:00 am on October 11, 2025. Appointments will be open at 10:00 am on the 1st of each month. The amount of the subsidy will be adjusted dynamically based on fund usage.
2. When making an appointment, applicants must choose the type of subsidy to apply for: new energy passenger vehicle subsidy and fuel passenger vehicle subsidy.
3. The qualification voucher must be used in the same month, that is, the subsidy application materials ("Scrapped Motor Vehicle Recycling Certificate", "Motor Vehicle Cancellation Certificate", "Motor Vehicle Sales Unified Invoice", "Motor Vehicle Registration Certificate", hereinafter referred to as the 4 types of certificates) must all be obtained in the same month. If they are expired, they cannot be obtained again.
4. During the validity period of the eligibility voucher, the applicant must upload the eligibility voucher voucher certificate (transaction verification screenshot) as supplementary materials to the "Other Image Materials" of the "Car Trade-in" platform according to the type of subsidy applied for. The type of subsidy applied for the reserved eligibility voucher must be consistent with the type of subsidy actually declared on the "Car Trade-in" platform.
5. Applications for uncollected vouchers, expired (invalid) vouchers, or voucher types that do not match the application will be returned.
6. Subsidy application materials (4 types of certificates), subsidy standards and scope shall be implemented in accordance with the requirements of the "Notice of the Jilin Provincial Department of Commerce and 8 other departments on the Issuance of the Implementation Rules for the 2025 Jilin Province Automobile Scrapping and Renewal Subsidy" (Jilin Shangjianfa [2025] No. 4).
III. Arrangements for the transition between the old and new policies
1. Individual consumers who have obtained all four types of certificates before midnight on October 10, 2025, do not need to make a separate appointment to submit an application on the "Car Trade-in" platform during the event period.
2. Individual consumers who have only partially obtained the four types of certificates before midnight on October 10, 2025, and have obtained all four types of certificates before midnight on October 31, 2025, do not need to make a separate appointment to submit an application on the "Car Trade-in" platform during the event period.
3. Individual consumers who have not obtained any of the four types of certificates must make an appointment before applying for subsidies after October 11. Applications without eligible coupons will be returned.
IV. Precautions
1. Applicants must be responsible for the authenticity of the submitted materials. Those who submit irrelevant materials to maliciously occupy subsidy funds or provide false information to defraud subsidies will be held accountable according to law.
