
On July 28, a symposium of responsible comrades of the national industrial and information technology departments was held in Beijing. The meeting adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, summarized the work in the first half of the year, analyzed the current situation, deployed key tasks for the next stage, and guided the whole system to unite and forge ahead, and go all out to achieve the annual goals and tasks. Li Lecheng, Secretary of the Party Leadership Group and Minister of the Ministry of Industry and Information Technology, attended the meeting and delivered a speech. The meeting pointed out that since the beginning of this year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, my country's industrial economy has maintained stable operation, demonstrated strong resilience and vitality, continued to optimize the industrial structure, continued to grow new momentum, strengthened industry governance, and achieved new results in high-quality development. In the first half of the year, the added value of industrial enterprises above designated size increased by 6.4% year-on-year, of which the added value of manufacturing increased by 7% year-on-year, the added value of equipment manufacturing and high-tech manufacturing increased by 10.2% and 9.5% year-on-year respectively, the total volume of telecommunications business increased by 9.3% year-on-year, and the revenue of software and information technology services increased by 11.9% year-on-year. As of the end of June, there were 4.55 million 5G base stations and 10.43 million standard computing racks in use.
The meeting stressed that to do a good job in the second half of the year, we must conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, highlight "strengthening muscles and bones", value creation, safety assurance, and industry governance, and focus on eight aspects of work. First, implement the strategy of expanding domestic demand and make every effort to consolidate the basic foundation of the industrial economy. Implement a new round of actions to stabilize growth in the ten major key industries and give full play to the leading role of major industrial provinces. Formulate action plans to enhance the adaptability of supply and demand of consumer goods to help expand consumption, and accelerate the development and application promotion of technologies such as artificial intelligence terminals, ultra-high-definition video, smart wearables, and drones. Promote the formulation of guiding opinions on financial support for new industrialization and expand the implementation of the "integration of science and technology industry and finance" project. Accelerate and increase efforts to clear up overdue accounts of enterprises, establish and improve a long-term supervision mechanism for charges involving enterprises, and promote the implementation of policies to benefit enterprises and alleviate difficulties. Continue to maintain the steady development of the tobacco industry. Second, step up efforts to promote the high-quality development of key industrial chains and actively and steadily respond to risks and challenges. Increase efforts to make up for shortcomings, forge strengths, and strengthen guarantees, and make every effort to promote the independent control of key industrial chains and strengthen the guarantee of strategic mineral resources. Continue to hold industrial transfer docking activities and promote the optimization of the global layout of key industrial chains. Third, we will make greater efforts to promote the integrated development of scientific and technological innovation and industrial innovation and enhance the core competitiveness of the industry. We will implement major national science and technology projects and key projects of the national key R&D plan, strengthen the construction of scientific and technological innovation platforms, and strengthen the cultivation of technology-based enterprise incubators. We will launch an action to promote the development of emerging industrial industries and cultivate new momentum, and improve industrial development policies such as humanoid robots, the Internet of Things, and high-end instruments and meters. We will improve the policy measures for the innovative development of service-oriented manufacturing, improve the level of industrial design development, vigorously develop industrial culture, and promote the deep integration of culture and industry. We will optimize the layout of national defense science and technology industry. We will promote the high-quality development of national high-tech zones and promote the construction of the Harbin-Changchun-Shenyang-Dalian Industrial Science and Technology Innovation Corridor. Fourth, we will deepen the application of digital technology and promote the deep integration of informatization and industrialization. We will formulate implementation opinions on data elements empowering new industrialization and accelerating the digital transformation of industries. We will improve the high-quality development policies for basic software and industrial software. We will improve China's open source system and build a national artificial intelligence open source community. We will do a good job in pilot cities for new technology transformation in the manufacturing industry and pilot cities for digital transformation of small and medium-sized enterprises. We will promote the "artificial intelligence + manufacturing" action to go deeper and more practical, and strengthen the research and development of the foundation and key scene applications. We will deepen the application of the industrial Internet in a hierarchical and classified manner and cultivate a batch of industrial intelligent entities. Fifth, we will adhere to green development and improve industrial energy efficiency and green development levels. We will establish a standard system for calculating the carbon footprint of industrial products and promote the construction of digital energy and carbon management centers. We will do a good job in cultivating and building "zero-waste parks" and "zero-waste enterprises". We will strengthen the recycling and utilization management of new energy vehicle power batteries and electric bicycle lithium-ion batteries. We will implement the green factory quality improvement and expansion plan and the green and low-carbon supply chain improvement action. We will strengthen production safety work and fully complete the relocation and transformation of hazardous chemical production enterprises. Sixth, we will promote the high-quality development of the information and communication industry and consolidate and enhance our competitive advantages and leading position. We will promote the popularization and quality improvement of 5G and gigabit optical networks, continue to promote the "signal upgrade" special action, and increase the promotion of the 10G optical network pilot. We will orderly promote the construction and layout of computing centers and improve the supply capacity and resource utilization efficiency of intelligent computing resources. We will fully promote the electronic license for telecommunications business licenses. We will optimize access to satellite communication services. We will build a national emergency communication comprehensive guarantee regional center. We will do a good job in information and communication warm-hearted services and deepen the prevention and control of telecommunications network fraud. We will strengthen radio management and do our best to ensure radio safety, communication services, and network security for major events. Seventh, improve the gradient cultivation system of high-quality enterprises and strengthen and improve enterprise services. Issue policy documents on building a mechanism to promote the development and growth of specialized, refined, special and innovative small and medium-sized enterprises, revise the management measures for the identification of high-tech enterprises, explore the establishment of a mechanism for proactive discovery of high-quality enterprises, and promote the establishment of a mechanism for enjoying preferential policies without review. Build and use the China Small and Medium Enterprise Service Network well. Eighth, further deepen reform in an all-round way and improve the level of modernization of industry governance. Accelerate the implementation of reform tasks and do a good job in the preparation of the "15th Five-Year Plan". Consolidate the comprehensive rectification results of the "involutionary" competition in the new energy vehicle industry , strengthen the governance of key industries such as photovoltaics, and force backward production capacity to withdraw by improving standards. Strengthen the construction of a mandatory national standard system in the field of industry and information technology. Strengthen the construction of a cadre and talent team, and make the national excellent engineer practice base better and stronger. Focus on creating a "big ideological and political course" with the characteristics of industry and information technology, and promote the "double first-class" construction of ministry-affiliated universities to a new level.
The meeting stressed that at present, the in-depth implementation of the spirit of the Central Eight Regulations has entered a critical stage. We must resolutely shoulder the political responsibility, and under the careful guidance of the Central Fourth Steering Group, strictly and practically promote various tasks, achieve a "big baptism" of thought, a "big change" in work style, and a "big improvement" in work. We must do a solid job in rectification and remediation. We must deepen the special work of "strengthening responsibility, grasping implementation, and improving quality and efficiency", take real actions, and see results, so as to promote the continuous deepening of rectification work.
