"This is a problem of general concern in society." Wang Qiang introduced that the "intelligent driving" systems installed in cars currently sold in the Chinese market do not have the "autonomous driving" function. These "intelligent driving" systems are still temporarily at the assisted driving stage, that is, the system assists the driver to perform some dynamic driving tasks, and the vehicle still needs people to control it, and the driver is the ultimate responsible party. If the driver "takes his hands and eyes off the handlebars" when driving the vehicle, that is, he does not look forward, but looks down at the phone, or even takes a nap, there will not only be serious traffic safety risks, but once an accident occurs, he may also face the triple legal risks of civil compensation, administrative penalties and criminal prosecution.
Wang Qiang said that in order to further strengthen standardized management, the public security organs will work with relevant departments in the following three aspects: First, strengthen the management of automobile companies. Actively cooperate with the Ministry of Industry and Information Technology and other industry authorities to urge automobile companies to fulfill their main responsibilities, fully carry out combined driving assistance testing and verification, clarify the boundaries of system functions and safety response measures, strictly abide by the "Advertising Law of the People's Republic of China", and put an end to exaggeration and false propaganda; urge automobile companies to strictly fulfill their obligation to inform, strengthen new user training, help new users familiarize themselves with the use of automobile assisted driving functions and prohibited matters, and truly assume the main responsibility for production consistency and quality safety.
Second, strengthen legal support. Together with relevant departments, promote the refinement of the "Road Traffic Safety Law of the People's Republic of China" and supporting laws and regulations, clarify the legal attributes of "human-machine co-driving" of Level 0 to 2 assisted driving systems, and at the same time promote intelligent networked vehicle manufacturers to continuously improve the technical reliability of assisted driving systems, formulate relevant safety technical standards, and explore the inclusion of autonomous driving classification standards and assisted driving operating specifications into the scope of driver education and training and examinations.
Third, strengthen publicity and reminders. Drivers are always the first responsible person for driving safety. We hope to use various forms of publicity and reminders to make drivers clearly aware that assisted driving is not equal to automatic driving at this stage. When buying and using a car, they should fully understand and master the functional characteristics of the assisted driving system and how to start and shut it down. In the process of use, we should clearly understand the technical boundaries of assisted driving. Once we "take our hands off the car and take our eyes off the car", we may face serious traffic safety hazards and legal risks.
