Electric vehicle charging infrastructure is an important infrastructure to support the development of the new energy vehicle industry and the construction of new power systems, and to promote the green and low-carbon transformation of the transportation and energy sectors. With the iterative upgrading of the industry, high-power charging facilities with a single-gun charging power of more than 250 kilowatts have become more popular. In order to implement the relevant requirements of the General Office of the State Council's "Guiding Opinions on Further Building a High-Quality Charging Infrastructure System" (Guobanfa [2023] No. 19), further optimize and improve the layout of my country's charging facility network, and steadily build a high-power charging infrastructure system with a reasonable layout, upgraded quality, and advanced technology, the relevant matters are hereby notified as follows.
1. Strengthen the special planning and coordination of high-power charging facilities
Combined with the local economic development level, the promotion of new energy vehicles and the distribution of power resources, with the focus on the charge-and-go scenario, the development layout of high-power charging facilities should be made in a scientific and reasonable manner according to local conditions, moderately ahead of time and scientifically and rationally. The provincial department responsible for the development of charging facilities should work with other relevant departments to reasonably determine the development goals and construction tasks of high-power charging facilities in the charging network planning, formulate special plans for high-power charging facilities in a timely manner as needed, and work with transportation authorities to prioritize the construction plans under the highway service area scenario, and take the lead in implementing high-power transformation of charging facilities with a utilization rate of more than 40% during major holidays. The planning and preparation should follow market laws, make good predictions and demonstrations, and connect with national land space planning, distribution network planning, and transportation planning to achieve the coordinated development of high-power charging networks and existing charging facilities of various types. By the end of 2027, we will strive to have more than 100,000 high-power charging facilities nationwide, and achieve iterative upgrades in service quality and technical applications.
2. Guide the orderly construction of high-power charging facilities
Project construction units should handle project filing procedures in accordance with the Regulations on the Approval and Filing Management of Enterprise Investment Projects. Local departments responsible for the development of charging facilities should work with investment authorities to strengthen supervision of high-power charging facility projects to avoid waste of resources and disorderly investment and construction. Give full play to the guiding role of the government, promote the intensive use of factor resources, and support high-quality operators with good investment capabilities and operating experience to carry out station construction, transformation and operation. Actively deploy special high-power charging facilities for public transportation, logistics, medium and heavy-duty freight. In principle, the high-power charging facility network built by new energy vehicle companies should be open without discrimination. Combined with the conditions of the station, promote the business model that integrates charging stations with catering, entertainment, shopping, and car services to enhance the charging service experience.
3. Strengthen the operation and management of high-power charging facilities
Charging operators should continue to strengthen the supply of high-safety, high-quality, and high-efficiency charging products and services, optimize the site environment of the station, improve on-site signs such as operating instructions and price announcements, and reasonably allocate operation and maintenance service personnel. Charging operators should accelerate the construction of intelligent operation and maintenance platforms, realize fault data recording during high-power charging, improve the operating status monitoring and fault handling capabilities of charging facilities, and strive to ensure that the equipment availability rate is not less than 98%. High-power charging facilities should be fully connected to the government monitoring service platform. The departments that take the lead in the development of charging facilities in various places should carry out special inspections on charging service evaluation and operation quality on a regular basis, encourage enterprises to create high-power charging brands with high-quality services and distinctive characteristics, and set a high-quality image benchmark.
4. Strengthen the safety management of high-power charging facilities
The departments that are responsible for the development of charging facilities must strictly implement the work requirements of "managing the industry must manage safety, managing business must manage safety, and managing production and operation must manage safety", attach great importance to the safety management of high-power charging facilities, and work with relevant departments to urge the design, construction, supervision and other units of public charging stations to fulfill their main responsibilities for safe production. Charging construction and operation companies must strictly carry out the site selection, design, construction and layout of fire protection facilities for high-power charging stations in accordance with national standards. Charging operation companies must strengthen equipment procurement management, verify the product qualification certificates of charging piles and supporting equipment, compulsory product certification (CCC certification) and other information to ensure compliance with quality regulations.
5. Promote the integrated development of high-power charging facilities and power grids
Grid companies should actively carry out research on the impact of high-power charging load characteristics on regional distribution systems, and evaluate the grid's access capacity to high-power charging facilities in a hierarchical manner. Promote the integration of high-power charging facility layout planning and distribution network planning, appropriately advance grid construction and upgrade and transform in a timely manner. Encourage the creation of intelligent and orderly high-power charging stations, establish an efficient interaction mechanism between high-power charging stations and distribution networks, build photovoltaic power generation and energy storage facilities according to local conditions, explore methods to optimize power access capacity verification for intelligent and orderly high-power charging stations, reasonably use the valley capacity margin of distribution facilities, and enhance the access capacity of distribution networks to high-power charging stations. Support charging operators to participate in power market transactions and demand response by accessing new load management systems, and promote high-level clean energy consumption by electric vehicles through price signals.
6. Improve the high-power charging technology standard system
Relevant research institutions, industry associations, etc. should continue to promote the construction of a high-power charging technology standard system, accelerate the formulation and revision of key technical standards such as equipment types, measurement and testing, communication protocols, station construction, operation management, safety protection, and digital intelligence, and promote high-quality development of the industry through standard improvement. Adhere to the principle of respecting the market and focusing on the long-term, promote the inclusion of high-power charging national standards in the market access conditions for vehicles and piles, carry out vehicle-pile interoperability testing and comparative verification for high-power charging national standards, comprehensively consider market acceptance, product compatibility, technological advancement, and operational safety, and promote the application of high-power charging standards in high-voltage platform passenger vehicles and commercial vehicles such as heavy trucks. Strengthen the internationalization of high-power charging standards and promote the coordinated development of domestic and international charging standards.
7. Promote the innovative application of high-power charging technology
Charging operators should strengthen the upgrading of charging equipment technology to improve the operating efficiency and service life of high-power charging facilities. It is encouraged to adopt a power allocation strategy that prioritizes high-power charging for split-type equipment. Accelerate the localization of core components such as high-voltage silicon carbide modules and main control chips, and promote the overall upgrade of the charging industry chain covering parts, system integration, and operation services. Conduct research and pilot applications of single-gun megawatt-level charging technology for large-capacity, high-rate power battery application scenarios such as electric heavy trucks, electric ships, and electric aircraft. Apply technologies such as intelligent power management, drone inspections, charging safety warnings, and smart firefighting to strengthen the intelligent safety management of high-power charging stations and improve the intelligent operation and maintenance level of charging facilities.
8. Strengthening the guarantee and support of factors
The departments in charge of the development of charging facilities in various places should work with relevant departments to further strengthen the guarantee of factors for the development of high-power charging facilities, and increase the supply of supporting policies such as land use, power supply, finance, and finance. It is encouraged to grant charging stations a lease term of more than 10 years to guide enterprises to operate in a long-term and stable manner. Power grid companies should strengthen the power supply guarantee of high-power charging facilities, focus on solving the power capacity of highway service areas, reduce the cost of power introduction, and shorten the power expansion cycle. It is encouraged to study the incentive mechanism for subsidies for the construction and operation of high-power charging facilities, and support the construction of qualified high-power charging facility projects through local government special bonds.
IX. Strengthen organizational coordination and work supervision
The departments in charge of the development of charging facilities in various places should strengthen the overall planning, actively cooperate with the departments of energy, transportation, industry and information technology, natural resources, housing and urban-rural development, market supervision, emergency management, etc. to jointly carry out planning and refine the policy implementation measures. The National Energy Administration will work with the Ministry of Transport and other relevant departments to combine the construction progress of various places, rely on the government charging monitoring service platform to regularly conduct implementation assessments, and create a number of high-power charging application cities and high-speed corridors with demonstration effects in a timely manner to promote the high-quality development of high-power charging facilities.
